Characteristics of Multi-dimensional Poverty among Young Adults in South Korea - Comparison of 2010 and 2019 -

Abstract
This study investigated the multidimensional poverty among young adults and its determinant using the Korean Welfare Panel Study in 2010 and 2019. This paper presents a multi-dimensional poverty index consisting of 7 dimensions with 15 indicators. Poverty among youth was not greater than in the general population, however, the decrease in multidimensional poverty among youth was insignificant in contrast to the significant decrease in the risk of multidimensional poverty in the other age groups. Youth in their 20s were at a higher risk of poverty in terms of education, on the other hand, youth in their 30s had a higher deficit rate in terms of work and social capital. In particular, youth in their 30s and young people living with their parents were at a higher risk of poverty, in addition to the members of traditionally disadvantaged populations including under-educated, female, or jobless. This paper shows that using a multidimensional poverty measure provides a more complete picture of poverty among youth. It suggests that government needs to consider a holistic way of viewing the various deprivations among marginalized youth and respond actively to improve the lives of those currently living in poverty.
